1 Scope of application
These Rules are applicable to the inclusion of the implementation of the China Quality Certification Center (hereinafter referred to as "CQC")《Catalogues of the first batch of products subject to compulsory product certification》Compulsory certification of the following products:

4Certification Implementation Procedure
4.1 Application for certification and acceptance 
4.1.1 Application for certification 
4.1.1.1《Catalogues of the first batch of products subject to compulsory product certification》Producers, sellers and importers of medium-sized products may apply to CQC for certification as applicants,according to《Application for Compulsory Product Certification》the application materials for certification shall be submitted in accordance with the requirements of Annex 3. 
4.1.1.2 When the applicant is a seller or an importer, a copy of the relevant contract concluded between the applicant and the producer shall be submitted at the same time. 
4.1.1.3 When the applicant is entrusted by others to apply for certification, he shall conclude a contract with the principal for certification, testing, inspection and follow-up inspection. The applicant shall also submit a power of attorney, a copy of the contract of entrustment and copies of other relevant contracts. 
4.1.2 Acceptance of applications 
According to the documents submitted by the applicant, CQC usually decides whether to accept the application for certification within five working days. If the documents submitted are complete, a notice of acceptance of the application for compulsory product certification shall be issued to the applicant; if the documents submitted are incomplete, a notice of supplementary materials for compulsory product certification shall be issued to the applicant. The applicant shall submit the amended supplementary information to the certification center within three months after the notice is issued. Failure to report after the expiration of the notice shall be regarded as a waiver of the application for certification.
4.1.3 Sign a contract 
CQC and the applicant sign a certification contract, which will take effect after both parties sign and seal it.
4.2 Type test 
4.2.1 In accordance with the relevant provisions of the China National Accreditation and Accreditation Regulatory Commission (hereinafter referred to as the "National Accreditation and Accreditation Regulatory Commission"), the Accreditation Center arranges the contracted testing institutions to undertake the type test tasks of compulsory product certification within their designated testing business and geographical scope. 
4.2.2 The applicant shall send the samples to the designated contracted testing institution for inspection as required and shall be responsible for the selected samples. If the sample is confirmed to be damaged due to transportation, it is allowed to be re-sent. 
4.2.3 The contracted testing organization inspects the samples according to the certification testing standards and submits the product inspection report. The product inspection is usually completed within 30 working days. Where on-site inspection is required, a person from the testing institution shall be sent to the site for inspection.  
4.2.4 The Coordination Department of the Testing Institution of the Certification Center shall examine and verify the product inspection report and submit it it to the central office after it is qualified.
4.3 Initial Factory review  
4.3.1 Within ten working days after accepting the application, the Inspection Department of the Certification Center is responsible for completing the composition of the inspection team under the condition that the applicant has on-site factory inspection, and Issuing the initial factory inspection notice to the applicant.  
4.3.2In accordance with the enforcement rules of compulsory product certification, the review team 《Factory Quality Assurance Capacity Requirements》according to the regulations, the applicant's production site shall be inspected on the spot and the factory inspection report shall be submitted. 
4.3.3 The CQC Inspection Department examines the factory inspection report and submits it to the central office after it is qualified.
4.4 Evaluation and approval of certification results 
4.4.1 CQC is responsible for organizing the comprehensive evaluation of the type test and Factory review results, and issuing certificates to applicants after passing the evaluation.
4.4.2 Authentication time limit 
The time limit for certification refers to the actual working day from the date of accepting the application for certification to the time of issuing the certification certificate, including the type test time, the factory review time and the time of submitting the report after the review, the evaluation and approval time of the certification results and the time of certification production. Generally speaking, within 90 working days of accepting the applicant's application for accreditation, the decision of accreditation is made and the applicant is notified.
4.5Supervision after certification 
4.5.1In general, from 12 months after certification, at least one supervision review is conducted every year, including the quality assurance capability review of the factory and the conformity inspection of the certified products. If necessary, the certified products can be sampled and sent to the testing institution for inspection. 
4.5.2The items specified in the standard adopted in the product type test can be used as sampling inspection items. 
4.5.3Factory Quality Assurance Ability Review in accordance with the Mandatory Product Certification Implementation Rules《Factory Quality Assurance Capacity Requirements》Requirements are made. Articles 3, 4, 5 and 9 are required for each supervision and review. Other items can be selected to cover at least all the required items every four years. 
4.5.4 After the supervision and reexamination are qualified, the applicant may continue to maintain the certification qualification and use the certification mark.
5. Change and Extension of Certified Products 
The change and expansion of all kinds of licensed products shall be implemented according to the specific requirements of the enforcement rules of compulsory certification for such products.

Use, suspension, cancellation and revocation of certificates According to the requirements of Mandatory Product Certification Management Regulations.
7. Certification Marks 
Certificate holders must abide by the use of certification marks《Mandatory Product Certification Mark Management Measures》Provisions.

Accreditation fees shall be collected uniformly by the Accreditation Center in accordance with the relevant provisions of the state.
