In accordance with the relevant provisions on the functional allocation of the General Administration of Market Supervision and Customs, the relevant arrangements for exemption from compulsory product certification are announced as follows:

1. The General Administration of Market Supervision is responsible for the organization, implementation and supervision of the compulsory product certification system. The General Administration of Customs is responsible for the verification of imported products involving compulsory product certification. The General Administration of Market Supervision and the General Administration of Customs shall establish a networked verification, notification and cooperation mechanism for information such as mandatory product certification certificates or certification documents.

2. Before March 31, 2019, the customs offices of all localities shall continue to issue certificates exempting from compulsory product certification according to their functions before the institutional reform.

3. From April 1, 2019, it will be undertaken by the market supervision departmentRelevant Work on Exemption from Mandatory Product Certification。

4. Relevant declaring units continue to use CCC Exemption and Special Purpose Import Product Detection and Processing Management System（http://cccmb.cnca.cn）To submit relevant information, the relevant declaration and management requirements remain unchanged.

5. For imported goods that fall within the scope of mandatory product certification supervision and meet the relevant conditions for exemption from mandatory product certification, the declaring entity shall obtain a certificate of exemption from mandatory product certification before handling the declaration.

6. When the Customs finds that the actual imported goods are inconsistent with the mandatory product certification certificate or certification documents, or that there are other violations of laws and regulations, it shall be dealt with in accordance with the Customs Law of the People's Republic of China and the Import and Export Commodity Inspection Law of the People's Republic of China.
