In order to strengthen energy-saving management, promote energy-saving technology progress and improve energy efficiency, in accordance with the Energy Conservation Law of the People's Republic of China, the Product Quality Law of the People's Republic of China and the Regulations of the People's Republic of China on Certification and Accreditation, the Measures for the Administration of Energy Efficiency Marking are formulated. This measure was deliberated and adopted by the Executive Meeting of the Director-General of the National Development and Reform Commission on July 13, 2004 and the Bureau Meeting of the General Administration of Quality Supervision, Inspection and Quarantine on August 11, 2004. It is now promulgated and implemented on March 1, 2005.

On June 1, 2016, the New Regulations on Energy Efficiency Label Management will be implemented. The Regulations on the Management of Energy Efficiency Labels promulgated by Decree No. 17 of the State Development and Reform Commission and the State Administration of Quality Supervision and Inspection on August 13, 2004 shall be abolished at the same time.
