Japanese PSE Certification
PSE Certification is Japan's mandatory safety certification to prove that electrical and electronic products have passed the DENAN Law or the International IEC Standard Safety Standard Test. Japan's DENTORL law (Electrical Equipment and Material Control Law) stipulates that 498 products entering the Japanese market must pass PSE safety certification. Among them, 165 category A products should obtain the PSE logo of diamond shape and 333 category B products should obtain the round PSE logo.
Introduction to Certification
With more and more countries joining WTO, many countries have formulated laws and regulations to restrict the safety, energy saving, environmental protection and other technical indicators of various commodities, which can not only ensure the domestic industry and market level, but also form certain technical barriers.
From 1 April 2001 “Electrical product control method(DENTORL)” It has been officially renamed “Electrical Product Safety Act (DENAN)”。Unlike the control of the agreement provisions of the previous legal system, the new system will be guaranteed by unofficial institutions to ensure the safety of products.
Japanese purchasers must register with the Ministry of Economy and Industry (METI) within one month of purchasing goods. Electrical and electronic products sold in the DENAN catalogue in the Japanese market must pass the PSE certification. DENAN divides electrical and electronic products into two categories: specific products, including 115 products, and non-specific products, including 338 products. Specific electrical products must be inspected by a third-party certification body authorized by the Ministry of Economy and Industry of Japan for products and plant test equipment, and PSE certification certificates shall be issued. The validity period of certification shall be between 3 and 7 years, and PSE diamond logo shall be affixed to the products. For non-specific electrical products, the conformity of the products shall be proved by self inspection and declaration, and PSE circular mark shall be pasted on the products.
Factory Inspection
Before issuing the certificate, the factory will be inspected by the inspection institution. The PSE mark and the inspection organization mark are allowed to be used on the battery charger after the inspection and factory inspection meet the requirements. It is required that 100% of the products produced be inspected. However, different product testing items are different, usually high voltage test and protective grounding continuity test.
The regulations require Japanese purchasers to register and declare with METI within one month after purchasing the goods, and to mark the name or ID of the purchaser on the products so as to supervise and manage the sales process of the products in the future.
According to the Product Material Safety Act, the responsibility for the safety of imported products to Japan is entirely borne by Japanese importers. Therefore, importers must keep inspection reports and inspection records. Importers can also view inspection records through the Internet.
